The Iran war is still the world story that reaches American households most directly. Talks through Qatar continued after Iran's negotiators left Doha on Nov 1 with a draft proposal circulating, but late Monday US officials told CBS News that US forces carried out limited defensive strikes on Qeshm Island in southern Iran after Revolutionary Guard fire at a US aircraft. Iran has not been reported to respond to the strike. Brent crude fell about 7.6% Monday to roughly $105 a barrel and was near that level early Tuesday (CBS, Reuters via secondary outlets). CBS reported that an India-flagged vessel struck off Oman killed one Indian crew member. Russian strikes again cut power in Ukraine, Congo's Ebola deaths are above 5,000 (CDC), and a new US flight attestation rule for Ebola takes effect tonight.

US carries out limited strikes on Iran's Qeshm Island as talks continue

Multiple US officials told CBS News late Monday that American forces launched limited defensive strikes on Iranian targets near the Strait of Hormuz. A senior military official said they hit Qeshm Island and responded to Revolutionary Guard fire on a US aircraft. The Wall Street Journal first reported it. CBS reported no casualties and no Iranian reaction to the strike yet. Earlier Monday Trump posted that a deal "could happen" and Vice President Vance said some progress had been made; Iran's foreign ministry said the ball is in the US court. Israeli officials told AP that Netanyahu is pressing for a new air campaign after the midterms; Trump had not decided. Why it matters to Americans: it tests whether the talks, the main route to lower fuel prices, hold.

Doha talks end without a deal; draft proposal circulating

Iran's negotiators left Doha on Nov 1 after three days of Qatari-mediated talks. An official briefed on them told Reuters a draft proposal is circulating and a follow-up meeting is possible. Foreign Minister Araghchi said Hormuz could reopen within two days, down from seven. Iran's foreign ministry spokesman said no final agreement can start until the US naval blockade ends. One report (energynews.pro) lists further Iranian conditions, including unfreezing assets and lifting oil sanctions; the US has not confirmed any terms.

Tanker strikes continue near Hormuz and off Saudi Arabia

Iran's Revolutionary Guard navy said tankers using "unauthorised routes" hit mines and exploded; Reuters could not verify the claims. UKMTO (the UK's maritime security office) reported a vessel hit by a projectile about 40 nautical miles south of Iran's Lavan Island, a crude tanker struck during an outbound Hormuz transit, and, in a report early Nov 2, a tanker hit by two projectiles 72 nautical miles east of Ras Al Khafji, Saudi Arabia; crews were reported safe. Qatar, Kuwait and Saudi Arabia condemned an attack on a Qatari LNG tanker. US Central Command said Nov 2 that Iranian attacks killed at least 20 people, including civilian sailors, per Euronews (a Sunday Guardian headline says more than 20 civilian mariners); the figure rests on CENTCOM's statement and was not independently broken down. CENTCOM said Oct 30 that all its unmanned surface vessels are accounted for, rejecting an Iranian claim of destroying one. Why it matters to Americans: shipping attacks are what keep oil and gasoline prices high, and US naval forces are operating in the strait. Update Nov 3: CBS reported an India-flagged vessel, the MSV Al Jusufi, was struck by an unidentified aerial object off Oman, killing one Indian crew member; 13 were rescued by Omani Coast Guard. No attacker was named.

Oil falls about 7.6% Monday; Brent near $105

Brent settled Monday at about $104.77, down 7.63%, and WTI fell about 7.4% to $96.46, per secondary outlets citing Reuters and CNBC; CBS put Brent at $105.03 late Monday. Early Tuesday Reuters had Brent near $105.25, per FinanceFeeds, a trade site, after reports of the Qeshm strike. Figures differ by outlet and time of day. Brent ended October at a six-month high. Why it matters to Americans: crude prices feed directly into US gasoline and diesel.

escalatingConflictRussia & Ukraine

Russian strikes cause outages in 10 Ukrainian regions

Ukraine's Energy Ministry reported outages in 10 regions on Nov 2 after overnight drone strikes; Russia launched 193 long-range drones overnight and Ukraine's air force said 154 were downed. Russian attacks killed 2 and injured 32 over the past day (Kyiv Independent). Ukrainian outlet 112.ua reported a further large attack overnight into Nov 3 with emergency outages in Kyiv, Kyiv region and Dnipropetrovsk region; counts of affected regions differ by outlet. NBC reported Trump asked both sides to stop hitting energy targets, especially refineries; Ukraine says it backs a full energy ceasefire but that Moscow is unwilling. Zelensky said he is ready to meet Putin in Turkey. The US Embassy in Moscow warned Oct 31 of a credible mass-casualty threat at Tsaritsyno park; Russia's FSB said it detained a minor. Why it matters to Americans: US-mediated talks and world energy markets.

Congo's Ebola deaths pass 5,000; new US flight attestation starts tonight

CDC, updated Nov 2 with data through Oct 31, lists 10,498 confirmed cases and 5,107 deaths: Congo 10,467 cases and 5,103 deaths; Uganda 20 cases and 2 deaths; Kenya 9 cases and 2 deaths; Nigeria 1 case; France 1 case. Counts differ by source and cutoff (AP's Oct 31 Congo ministry figure was 5,026 deaths among 10,351 infections). There is no licensed vaccine or treatment for this Bundibugyo strain. US measures, per CDC: travelers who were in Congo within 21 days cannot board flights to the US, including citizens; those from Uganda or South Sudan must use designated airports for screening; and from 11:59 pm Eastern on Nov 3 all passengers on international flights to the US must attest they have not been in Congo in the prior 21 days. The State Department raised Kenya to Level 3, Reconsider Travel, on Oct 19. CDC reports no US cases. Why it matters to Americans: direct travel rules for anyone returning from Central or East Africa.

Japan opens a national disaster agency and asks households to stock up

Japan's National Disaster Management Agency began work Nov 2. Its first head, Goshi Hosono, issued an urgent request to anchor furniture, stock food and water, and check evacuation shelters. Hosono earlier asked for at least three days of supplies and ideally a week. He said Oct 30 the request was not based on any specific information about a war or disaster. Some posts online asked whether a war had begun. Why it matters to Americans: relevant to Americans living in or traveling to Japan, and the online war speculation is the kind of claim that spreads to US feeds.

China coast guard patrols east of Taiwan; Taipei calls it harassment of shipping

China's coast guard announced a routine law enforcement patrol in waters east of Taiwan on Oct 31, led by the vessel Hushi, and said it will keep intensifying patrols in waters it claims. Taiwan's coast guard sent ships to monitor and said Chinese vessels tried to harass merchant ships by radio; Taiwanese officials told reporters they believe China is practicing for a possible maritime blockade. Beijing has not described it that way. Taiwan says it has expelled Chinese coast guard vessels from Pratas waters 13 times this year. Why it matters to Americans: a blockade would affect shipping and chip supply, but no commercial disruption was reported in these sources.

Hormuz is still restricted.

Hormuz is still restricted. Iran says the strait could reopen within two days if the US ends its naval blockade of Iranian ports and meets other conditions. Iran's negotiators left Doha Nov 1 with a draft proposal circulating. Late Monday US officials told CBS News that US forces carried out limited defensive strikes on Qeshm Island after Revolutionary Guard fire at a US aircraft; no casualties or Iranian reaction were reported. Trump said before the strike that a deal could happen and no new attacks were planned before the vote. Tanker strikes and claimed mine hits were reported Nov 1-3, including an India-flagged vessel hit off Oman, with one crew member killed, per CBS. Israeli strikes hit southern Lebanon Nov 2; a Lebanese official told Arab News there is no progress in direct talks. The State Department ordered non-emergency US staff out of Saudi Arabia on Oct 23 and rates it Level 3, Reconsider Travel. Why it matters to Americans: fuel prices, US forces in the region, and Gulf flight disruptions.

Officials describe these as routine resilience planning, not warnings of a specific event. Why it matters to Americans: Europe and Asia compete for the same LNG that avoids Hormuz, and Portugal saw housing and cost-of-living protests across Lisbon and Porto, per a Nov 1 US Embassy alert. Americans living in Europe could face higher heating costs this winter.
