OrangeWorld levelUnchanged from yesterday

The Iran war remains the world item that reaches American households most directly. Shipping through the Strait of Hormuz is still restricted, with new tanker strikes reported Nov 1-2, while Qatari-mediated talks on a two-day reopening plan continue and US officials say no decision on new strikes has been made. Oil eased Monday morning (Brent roughly $109-111, down 2-4%), but European gas topped 100 euros/MWh last week, and Ebola cases linked to the outbreak have reached Kenya, with one imported case in Nigeria from a traveler infected in Uganda.

Drops to Yellow if the Doha two-day plan is accepted and tanker transits through Hormuz resume at volumeGoes Red if US or Israeli strikes on Iran resume after the Nov 3 midterms and Iran retaliates against Gulf bases or shipping

Iran talks continue in Doha as more tankers are hit near Hormuz

Iranian negotiators held a third straight day of talks with Qatari mediators on Nov 1. Foreign Minister Abbas Araghchi said a two-day plan (US steps on day one, Iran reopens Hormuz on day two) is under discussion, with no final agreement. Iran's demands include lifting recent US sanctions and recognizing Iran-Oman shipping routes. Secretary of State Rubio said talks never stopped and that President Trump has not decided on new strikes; Trump said one or two Iranian sites still need to be dealt with. Iran's Revolutionary Guard said two tankers hit mines on Nov 1, UKMTO (the UK maritime security office) relayed a mayday about a vessel struck by a projectile, and Gulf News, citing UKMTO, reported a crude tanker hit by two projectiles off Saudi Arabia late Nov 1. Why it matters to Americans: Hormuz disruption is the main driver of US fuel prices; 23 US service members have died in the war.

Oil eases Monday on diplomacy reports; Gulf flights still disrupted

Brent crude fell 2-4% in early Monday trading, to roughly $109-111 a barrel from January Brent's $113.43 settle on Friday, as reports said diplomacy would get more time. WTI was near $101.70 per Gulf News. Trading Economics, a data aggregator, puts Brent about 68% above a year ago. For travelers: Etihad extended cancellations on some Saudi routes to Nov 5; British Airways plans to resume Gulf service Nov 3, Lufthansa Nov 25, ITA Airways Nov 30, and Singapore Airlines has pushed its return to Feb 28, 2027. Travelers should confirm flight status with airlines.

European gas tops 100 euros for the first time since 2022

Dutch TTF gas futures, Europe's benchmark, rose above 100 euros per megawatt-hour on Oct 28 for the first time since December 2022, more than triple the roughly 30 euros seen in February before the Iran war. EU gas storage was 75% full on Oct 21 against a 90% target for Nov 1. Analysts also cited expected US strikes after the midterms and the EU's planned January ban on Russian gas. Why it matters to Americans: buyers in Europe and Asia are competing for the same LNG that avoids Hormuz, and Americans living in Europe could face higher heating costs this winter.

Russian strikes cut power in four Ukrainian regions; Kherson truce ends

President Zelensky said overnight Russian strikes into Sunday, Nov 1, left hundreds of thousands of households without power in four regions. Ukraine's air force said it shot down 371 of 433 long-range drones launched since Saturday evening. Russia said it downed 235 Ukrainian drones, and Nizhny Novgorod's governor reported significant damage to an industrial site. A local truce around Kherson's Oleshky area, brokered by First Lady Melania Trump, ended Nov 1; Kyiv said Russia refused an extension. Fake radiation alerts appeared on Ukraine's Air Alarm app, and Russia said its emergencies app suffered a large cyberattack. US-mediated talks are due to resume this month.

Ebola outbreak in Congo passes 10,000 cases; spread to Kenya and Nigeria

DR Congo's health ministry reported 10,141 Bundibugyo-virus Ebola cases as of Oct 26 and nearly 5,000 deaths (UN News); WHO's last formal count, as of Oct 20, was 9,704 confirmed cases and 4,687 deaths. Kenya has 9 cases (2 deaths) linked to one imported case, per later UN and CDC figures. Nigeria had 1 imported case, a traveler infected in Uganda who was diagnosed in Abuja and evacuated to Switzerland on Oct 26. Al Jazeera reported on Oct 27 that cases had passed 10,000. WHO's last published risk assessment rates the risk very high in Congo and low globally, says it is being revised, and advises against travel or trade restrictions. Why it matters to Americans: it is relevant to travelers to East and West Africa and to US screening policy.

North Korea fires about a dozen missiles, then tests cluster warhead

South Korea's military said North Korea fired about a dozen short-range ballistic missiles from the Wonsan area on Oct 29, flying about 250 km toward the East Sea. On Oct 31, North Korean state media said it tested a cluster-bomb warhead for tactical missiles, launched toward the Yellow Sea. South Korea said it tracked the launches with the United States. The tests came as the US, South Korean and Japanese foreign ministers met in Atlanta and called for denuclearization. Why it matters to Americans: US forces in South Korea track these launches with Seoul; no travel disruption has been reported.

France72-hour emergency kit; 6 liters of water per person, plus non-perishable food, medicines, a battery radio, cash and copies of documents. Check the kit twice a year.Regional authorities are promoting the national guide; Normandy's regional government posted 'prepare now' advice in late October (reported Oct 28-29). The national guide is unchanged. IrelandBuild up essential supplies over time (food, water, torch, batteries, radio, medicines, document copies), with no fixed number of days.Records released Oct 19 show officials dropped the 72-hour self-sufficiency figure from the Be Emergency Ready booklet. Focus-group research found the 72-hour framing made people anxious about why the government was giving the advice. Run by the Department of Defence's Office of Emergency Planning.
Finland72 hours of home self-sufficiency: a home emergency supply kit, sheltering, and power-outage tips. The brochure from the National Emergency Supply Agency and the rescue association SPEK was listed on the EU civil protection knowledge network with an Oct 12, 2026 date. The document itself appears to date from January 2025, so this is not new guidance. Preparedness for disruptions and emergencies.
BelgiumBe self-sufficient at home for at least 3 days (72 hours): 3-10 liters of water per person per day, non-perishable food, a dynamo torch and radio, medicines, cash for about 72 hours, and a go-bag.The National Crisis Centre published a new 'Prets. Japan has been named in recent roundups of countries with stockpile advice. Major earthquake risk. Tokyo aims to restore power within 7 days, water within 30 and gas within 60, so households should plan to rely on themselves early on.

For comparison, US guidance (Ready.gov) asks households to keep several days of supplies. See our Be Ready kit.

Hormuz shipping is still restricted.

Hormuz shipping is still restricted. Iran has warned vessels not to transit without its permission, and the US is blockading Iranian ports (CENTCOM says 144 vessels have been redirected). New tanker strikes and claimed mine hits were reported Nov 1-2, and UKMTO counted just over 30 attacks in October, about twice September's total. Doha talks on a two-day reopening plan continue. Rubio says no strike decision has been made, and outlets citing the Wall Street Journal report that the US told Gulf states to prepare for a possible brief campaign after the Nov 3 midterms. The USS Theodore Roosevelt carrier group is heading to the region, per Gulf News. US military deaths in the war total 23. Some Gulf flights remain cancelled; check with airlines.
